Quality assessment systems

The overarching goal of the GEM Centre is the strenghtening of education systems for the improvement of learning. The formulation and evaluation of educational policy and practice requires evidence. Countries and education systems vary in their technical capacity to provide this evidence. The GEM Centre sees three areas in which technical capacity of education systems can be strengthened in support of evidence-based education policy:

1. Designing data collection activities

The GEM Centre supports education policy makers and analysts in their understanding of which kinds of policies can be informed by data from educational surveys, and how suitable data collection activities can best be designed. This includes, for example, how survey design and content are influenced by research, as well as policy requirements such as setting a policy agenda, formulating policy, implementing policy, or monitoring and evaluating policy progress and research.

2. Developing and implementing survey-based assessment and reporting programs

The GEM Centre aims to enable countries and education systems to design and administer learning assessments that are technically rigorous, valid and reliable. The GEM Centre’s capacity building program encompasses all phases of a robust assessment program from support in identifying relevant policy issues for the assessment, sampling, test and questionnaire development, survey implementation, data processing to statistical analysis, reporting and dissemination.

3. Analysing, interpreting and disseminating assessment data

The GEM Centre supports policy makers and policy analysts to appropriately interpret and effectively use assessment data to inform education policies, and perform policy review and development. It documents and disseminates information and analysis on existing assessment programs.

To achieve these goals the GEM Centre developed the Monitoring Trends in Education (MTEG) Partnership Service, along with a broad range of capacity building resources, which can be tailored to the specific needs and requirements of countries and education systems.
