ACER India is pleased to announce that it has been entrusted with the responsibility of evaluating two UNICEF-funded programmes in Zambia ─ Catch-Up Scale Up Programme and Zambian Girls 2030 Programme.
The first evaluation entails assessing the programme to report progress in achieving the intended objectives using the OECD-DAC criteria of effectiveness, efficiency, relevance, sustainability and equity. The second evaluation will provide a detailed review and analysis of interventions under the girls’ education programme to inform the Government of Republic of Zambia (GRZ), UNICEF and Restless Development about the performance of the programme, the challenges faced in its implementation and the potential for scale-up.

Extending from 2019 to 2020, the evaluation of the Catch-Up Programme will attempt to assess the extent to which the programme is achieving its objective of remedial learning for students left behind on the learning trajectory. The evaluation will give insights into the efficiency of partnerships, sustainability mechanisms, costing for effective implementation and programme enablers.
In contrast, the three-month evaluation of the Zambian Girls 2030 Programme will throw light on factors that affect the scalability of the programme and related policy implications in the area of girls’ education and skills development in Zambia.
ACER India plans to build upon this experience by partnering with national and local governments in Africa to implement cutting-edge capacity development and monitoring and evaluation programmes.
